3) This is an illegal bid.  The minumum salary scale is to the right.  It's in the SH column.  For a 3 year deal, the minimum salary must be $3 PER year.  So if you wanted to sign him to a 3 year deal, it must be 3/3/3 for a total of 9 mil.

Now you may offer a two year deal of $1 per and then add an option year which is for at least $1 more than the average salary.  So a three year 1/1/*2 deal could be legal.
