According to the rulebook, a RFA offer must be 50% of the previous years salary.

I'd have to check but I believe Barnes salary was $4 last year. Thats means the minimum qualifying RFA bid would be...

structure has to ascend 1/2/3/4 or descend 4/3/2/1 or stay the same 4/4/4/4...

It cannot both ascend and descent 1/2/3/1
