Off-Season Free Agency (Part 1-F/A Rules)

About Free Agents: There are two types of free agents, unrestricted (UFA) and restricted (RFA). An unrestricted free agent is free to sign with any other team, and there's nothing the player's original team can do to prevent it. Restricted free agency gives the player's original team the right to keep the player by matching an offer from another team.

Free Agency Process:
All teams will submit offers on their RFA’s by a date set by the league. After all RFA offers are in, free agency will open for all players and the RFA’s bid clock will start. The RFA high bid clock is 48 hours and UFA clock is 24 hours.

Original Team Submitting an Offer: Teams must submit an offer to all their eligible RFA’s if they want matching rights. Offers must be for at least two seasons (not including option years) and each season cannot be less than 50% of the players past contract.

Maximum Offers:
A maximum offer is for six seasons at the maximum salary ($25M) and contains no options. If a team offers one of their RFA’s a maximum contract the player will not see free agency and the max contract becomes official. Max contracts will still use 1 of a teams matching rights.

Bidding on RFA’s:
Each team can bid a max of 2 times per player. If the player's prior team has submitted an offer, then the bidding team’s offer must be for at least three seasons (not including option years).

Matching Rights on RFA’s:
After a bid closes on a player, the original team has 24 hours to match the final bid on a maximum of 2 players per season. If the player's original team exercises its right to match the highest offer, the player is then under contract to his original team. If the player's original team does not exercise its matching rights within 24 hours, the offer becomes an official contract with the new team.
