Off-Season Free Agency

* About Free Agents: There are two types of free agents, unrestricted and restricted. An unrestricted free agent is free to sign with any other team, and there's nothing the player's original team can do to prevent it. Restricted free agency gives the player's original team the right to keep the player by matching an offer from another team.
* Eligible for Restricted Free Agency:
o Completed a 3-6 year contract (not including options).
o Spent a minimum of 2 full consecutive seasons with the current team.
o Never been listed on waivers.
o Had any club options picked up.
o After '09/'10 Season Exception: After this season all players finishing a 1 year contract may be matched as a RFA.
o After '10/'11 Season Exception: Any player finishing a 2 year contract, must not have been waived in his second year, and spent the full '10/'11 season on the matching team.
* RFA Process: Teams must make their eligible restricted free agents an offer if they want matching rights. Offers must be a minimum of 2 years (not including option years), follow the contract minimum scale, and cannot be less than 50% of the past contracts Avg salary. After all RFA offers are in, free agency will open for all players. All teams can make higher offers on restricted free agents as long as they are within their teams salary limit. Each team can bid a max of 2 times per player. After a bid closes on a player (24 hours), the original team has 48 hours to match the final bid.
* RFA Matches: Each team can match on a Max of 2 players per off-season.
* Bidding on RFA's: When a team wants to sign another teams restricted free agent, the team must make a higher offer than the original team. The offer must be a minimum of 3 years (not including option years) and follow the contract minimum scale. The team with the restricted free agent has 48 hours to match the offer. If the player's original team does not exercise its matching rights within 48 hours, the offer becomes an official contract with the new team.
* Matching a Max Bid: If a team makes a Max offer (5y/$25M w/option) on another teams RFA, the matching team must use their team Max (6y/$25M per) to match.
* Signing Rookies as RFA's: After players have completed their rookie contract, they will become unrestricted free agents. Teams have the option to protect 1 player becoming a UFA as a RFA per off-season. When matching an offer on finished rookie contracts, both of a team's RFA matches will be used. For players to be eligible they must:
o Spend a minimum of 2 consecutive full seasons with the current team.
o Never been listed on waivers.
o Offered both team options.
* Maximum Offers for RFA's: A maximum offer is for 6 years at the maximum salary ($25M) and contains no options. Maximum contracts can only be offered by a players prior team. If a team offers one of their RFA’s a maximum contract the player will not see free agency and the max contract becomes official. Teams that do not have RFA rights that are bidding on players will have a Max of 5 years at $25M per w/team option.
* Unrestricted Free Agency: All unrestricted free agents will be eligible for teams to bid on when free agency opens. The bid clock for an UFA is 24 hours.
