Colorado would like to place Steve Downie on Long time injured reserve and sign to Brandon Prust to replace him.

you can't just pick up Prust. You have to win the bid for him which i have no recollection or record of so i am forceably removing him from your team and if you want, you can open a FA bid for him.

"Cap Exception for Injured Reserve: If a player has a long-term injury and is out for the remaining of the season, his cap hit is still counted; however, the team is permitted to replace him with one player whose salary is equal to or less than that of the injured player."

I misunderstood this to mean I could replace it with any player and forgo the bidding.

ahh yes if someone is out you can replace him with a player for up to that money, but you still need to bid.

If someone for example would rather have him and bid him over your cap exception then he deserves that money essentially
