Isn't the rule I have 72 hours to fit my roster and make my roster legal?

That applies to roster space and roster space only.

There is no limit to how many players you sign but you must cut to 15 players 2 weeks prior to the season. During the season, you may sign a 16th player but once signed, you have 72 hours to get your team back to 15 players.

However, that does not apply to salary. At no time once free agency starts can any team go about the salary cap or bid more money than you have. You must first make room financially before bidding on him.
