Okay, since rookie deals aren't guaranteed, I'm gonna attempt to legalize this bid, with needing 12 guys per year and min 1 mil. Will assume a small rollover, year to year, but, let's look at it, as I need to clear just over 7 mil for 13-14]

I save $3 mil in 10-11 without my rooks,
I'm 7.5 under in 11-12 when you assume I decline brewer option and pay .5 buyout, but then minus 2.5 for charlie v and im at 5 mil and 12 guys under contract
I'm .5 over in 12-13 after u factor charlie v and me needing 12 guys

This gives me 7.5 in 13-14 when I need 7.14 or so with Harris bid and 12 guys

I'm technically under, but maxed out. Think this makes me legal. Will accept whatever Bravo decides tho
