cant go more than 25perc per year and has to ascend or descend fully and years 4/5 are wrong as u cant go back n forth
also, 19.5 to 14.5 is more than 25perc i think

Ah I didn't see the ascending and descending part. However 19.5 and 14.5 are within 25% of the 17m average salary. Here is my restructure then:

from one year to another may be up to 25%.
it's not from the begining to the end of the contract that has to be 25%.
so 25% of 17 is 4.25.
so from each year the salary can jump 4.25...
