Not sure who can change the rulebook.
I just say we get that rule in there from now on as I know it was agreed to.

No I know we agreed to change the rule as adding an option year should not be a legal increase of a bid (adding .5 mil decline option somehow is only a one bidder?)
Not sure why it's not in the rules but it should be added to the rulebook if it is not.
