Maybe I'm wrong but I thought he was year 2? He may be year 3 and I'm wrong I haven't checked.

D-League Players: Salary Hoops teams can have up to 3** players in the D-League.**See Trades Below.
Eligibility: Only players that are in their first or second NBA season are eligible for the D-League.
Salary: All D-League players will use a team’s salary cap.
Assignment: In the off-season (up until 2 weeks before the first match-up) all teams must assign players to their D-League roster. This is the only time players may be assigned to the 2 D-League roster spots.
Call-up: Once a player is called up from the D-League during the season, he cannot be sent back down.
Trades: During the season if a player listed on the D-League Roster is traded, that player may remain listed on the new team's D-League regardless if the new team has 2 players or not. Extra D-League players do not effect the 12-Man active roster. When submitting D-League players the following season, only 2 players can be assigned.

Instead of reading dan's copy and paste of the rule book...
He's a soph this year and yes he can be on d league. As long as they're a rookie or soph.
