Buy-out Question

My question is concerning the following bit

Contract Buyout Eligibility: During a season, players must be on the team's roster for a minimum of 2 FULL match-ups to be eligible for a contract buyout. During the off-season buyouts may be used immediately. Buyouts cannot be used on players age 38 years or older.

Does this mean you can't buy-out, until after week two? Or because I've had him for several years and this is more for players acquired in trade?

It’s for new signings, but I already forgot and broke the rule with King Henrik this year haha

Lundqvist was placed on LTIR anyways, you would have had more cap by not buying him out haha
